Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are waged: optimistic declarations are released from different nations. Significant resources is allocated on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity provided through current data. From vantage locations, defense planes that had been scrambled to intercept incoming guided weapons roared overhead – modern combat jets supplied to Ukraine by Western partners.
Shortly after, Kyiv's missile defense thundered: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by partner states. Every firing creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to grim resignation: maybe the approaching threat won't hit its mark this time, preventing destruction from catastrophe and further power outages.
Ongoing Risks
Not long after, a heavy machine gun engaged a unmanned aircraft close by, part of a defensive team – probably Western-made equipment. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its destination.
Periodically, this continued until dawn. Kyiv greeted the early updates: several casualties, damage and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a reliance that neighboring countries are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The 28-point plan from Washington sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new initiative from Washington follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This trend will, undoubtedly, persist.
Tactical Assessments
It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. American leadership functions according to a principle understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unrealistic to force Russia to surrender the land that it currently occupies in Ukraine's south or east.
The challenge is that while accepting these circumstances, Washington does nothing to discourage Russia, through words or deeds, from believing that the status quo will not evolve additionally in its advantage in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a complete military breakdown until conditions improve in its favour.
Present Conditions
Objectively, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their task will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a just a single week to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all served their function.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
